In plain terms

This page explains the rules this site follows so nobody has to just trust it: what counts as "the City said this happened," what counts as "we checked this ourselves," and what it means when a goal simply isn't mentioned in a report. A goal-specific update appears in that annual report.
Not reported
No goal-specific update was found for that year. This does not mean no work occurred.
Went silent
A goal appeared in both 2023 and 2024 reporting, then had no goal-specific 2025 update.
Stalled
The source explicitly supports a lack of forward movement; absence alone is not enough.
Deprioritized
The SEP itself explicitly places the subject outside early priorities.

Funding and verification

Funded
A named active funding source is defensibly linked to the goal.
Funding unknown
The available source record cannot establish a funding state.
City-reported
A fact stated in the City’s SEP or annual progress reports.
Externally verified
A fact checked against an independent primary record outside those reports.
Association
A descriptive pattern in this 21-goal dataset; it does not establish causation.

Citation tiers

  1. Tier 1 — City source document: the adopted plan or annual report.
  2. Tier 2 — external primary source: a government record, award notice, contract, or equivalent.
  3. Tier 3 — secondary source: useful corroboration without primary-record authority.
  4. Tier 4 — provisional: weak or incomplete evidence; treat with caution.

Other labels
